New Regulation on Greenhouse Gas Emissions from Commercial Ships

Dear Member,

As per the new regulation published in the Official Gazette dated 09.07.2024 and numbered 32597, fees will be charged to shipowners for the greenhouse gas emissions from commercial ships arriving at or departing from our ports.

According to this regulation:

  1. Fees to be Collected:

    • Fees will be charged based on the greenhouse gas emissions from commercial ships, calculated using the current carbon price of the European Union Emission Trading System.
    • The fees will be determined based on verified greenhouse gas emissions and will be paid annually by the end of September for the total amount of the previous year.
  2. Use of Revenues:

    • The collected fees will be recorded as special income in the general budget's (B) itemized schedule.
    • These revenues will be allocated as a special appropriation in the budget of the Ministry of Transport and Infrastructure to support research, development, transformation, and new construction activities for green shipping.
    • The President is authorized to allocate additional appropriations for revenues exceeding the projected amounts and to carry forward unspent appropriations to the next year's budget.
  3. Implementation Procedures:

    • The types of ships to be included in the application, their voyage regions, tonnage, emission fee rates, and procedures for monitoring, reporting, and verifying emissions will be determined by a regulation to be issued by the President.
